Transforming Communities and infrastructure one Project at a Time

VOB Development is dedicated to delivering high-quality, affordable housing and strategic real estate development across the Southeast, Northeast, and Midwest regions. With deep expertise in Low-Income Housing Tax Credit projects, workforce housing, and community-focused development, we have proudly delivered sustainable, aesthetically appealing housing that enhances quality of life and supports long-term neighborhood growth.
In addition to housing, VOB Development sources and qualifies large-scale 200+ acre sites for hyperscalers, cloud providers, and major data center users. We focus on sites with a clear path to 300 MW to 1,000 MW of power, access to transmission and utility infrastructure, and strong connectivity through dark fiber, long-haul fiber routes, and nearby fiber POPs. Each site is screened for wetlands, flood zones, zoning limitations, environmental constraints, and entitlement feasibility.
At VOB Development, building homes means building futures — and sourcing infrastructure-ready land means helping power the next generation of digital growth.

Our Story
Welcome to VOB Development, a premier real estate firm located in Atlanta, Georgia. Since our inception in 2003 by founder Verlyn Foley, VOB Development has grown into a respected real estate development firm with deep experience in affordable housing, multifamily development, and community-focused real estate investment.

Verlyn Foley’s real estate journey began in Trinidad and Tobago, inspired by her mother’s management of a residential rental business. After graduating from York University in Toronto, she moved to New Orleans, Louisiana, where she expanded her real estate knowledge and began identifying investment opportunities.

After obtaining her Real Estate License, Foley joined Latter & Blum, focusing on real estate investment opportunities. Her ability to transform properties became evident through the successful renovation of 60 single-family homes in New Orleans. This early experience in property repositioning laid the foundation for her move into apartment ownership and development, beginning with two apartment complexes in Jackson, Mississippi.

Under Foley’s leadership, VOB Development achieved a major milestone in Jackson by receiving two Low-Income Housing Tax Credit (LIHTC) awards, making Verlyn Foley the first African American woman to build a LIHTC affordable apartment complex in the city. Since then, VOB Development has constructed, advised on, and participated in apartment communities and single-family subdivisions across multiple states, including Mississippi, Louisiana, Tennessee, Florida, Alabama, North Carolina, South Carolina, Georgia, and Connecticut.
Collectively, our team has been involved in more than $1 billion of multifamily investments.
Most recently, VOB Development has expanded its real estate platform by applying its site selection, entitlement, infrastructure, and development expertise to the sourcing of large-scale data center land opportunities. The firm identifies and qualifies strategic sites for hyperscalers, cloud providers, and major data center users, with a focus on land that offers scale, power availability, fiber connectivity, and long-term development feasibility.

Throughout our 20-year history, VOB Development has built a strong reputation for excellence, execution, and strategic real estate development. Our success is rooted in disciplined management, market insight, and the ability to identify opportunities that support both community growth and the next generation of infrastructure.
